(okay, so it looks like we are all settled. I think I will be playing Einer from SCAF, since silvano is out doing things with Seung, and this will be taking place on the space station above Muntzaratz, since its abutting EP space and EP at least in the distant past has met for peace talks here before when the SCAF players were trying to destroy things for no reason)

Various ships come to the platform over the following hours as diplomats begin to arrive. Each is greeted at the airlock by Einer, a sunblade in service to SCAF, now with a small temple on this world he saved. Regarded as one of the more level headed and reasonable of Silvano’s inner circle he is a natural choice to be the head of state and handle the little bits of diplomacy the reclusive polity engages in. Two soldiers accompany him, each wearing a set of crimson storm armor. They’re stoic and have not removed their helmets, regarding those coming in impassively. The platform itself is a standard peerless class platform though it’s been given as much defensive armament and weapons as it can handle, this once being a border outpost in a contested system. Those dark days may be leaving now depending on the nature of the talks held here today.

Simar most likely had the shortest travel time, with Yauvani being just one jump away. And that one jump was filled with her talking to advisors and reading through the information that was given to her. "You handled Ghouls and the poor people of Yauvani, you are the right choice to handle whomever the other polities want to send. Just no Love Potions, and no talking about Love Potions." Simar was unsure why the last part was so present in her memory, but that way she won't forget. Her script was clear. And for her first diplomatic endeavor, she wants to prove that a professional witch is no joke. She greets Einer, and then walks towards the conference area, to wait for others to arrive, wearing a delicate black dress and glowing earrings. But she doesn't wear her Witch hat, as one doesn't wear a hat indoors.

After a long time of sitting alone in a conference room, Simar returns to Einer, to wait with him for the others. "From what I've heard, that was somewhat to be expected. The wonderful Elysium standing at the side of its neighbor, forging a better future and erasing bad memories from the past, while the other members of the ISF simply don't care too much. They are far from here. But that is how it is, right? Say. How is the life in the Colonies right now?"

Cicero arrives and enters the room silently. Observing the movements of the guards and Einer, he acknowledges the other diplomats with what he knows of proper etiquette and takes his place in the conference room

The Greystar ship lands and a man, dressed in a dark grey, almost black business suit with a black shirt and tie exits, escorted by a guard in storm armor decked in Greystar livery, weapons holstered. The escort stands alert at the bottom of the ramp eyeing the SCAF guards as the man walks towards Einer. Jake extends a hand in greeting “Jake Carson, envoy for the Greystar Confederation. Thank you for the invitation. I’m looking forward to what news and the discussions. Staying in contact with our neighbors keeps misunderstandings from arising from nothing,” he says as he holds his hand out.

Einer shakes it steadily. "Well met Mister Carson. Silvano has been suspicious of Greystar for all the wrong reasons. I've always found dealings with your government to be remarkably transparent for what amounts to a spy agency. I understand you are just here as an observer, you are more than welcome to watch- though we will have to speak directly some other time. "

Smiling, Jake returns the handshake in kind, pleased with friendly reception “Transparency builds a sound basis for strong societies and good relationships with like minded neighbors. Managing the knowledge regarding threats to peace and prosperity is a key for keeping those strengths intact. As an observer to these negotiations, I'm intrigued to see what will be discussed. To your last point, animosities tend to fade over time. Perhaps such a conversation would benefit both our societies someday." "I hope that some of our coffee, chocolate and whiskey would be an appropriate gift to the host. With your permission, I'll have it unloaded to deliver to the conference room once prepared."

Einer smiles at this. "And SCAF of course is also providing refreshment for all this. I believe we have a few due to arrive yet, we will begin soon"

The doors open by themselves as Venser strides into the meeting room, wearing his signature outfit: orange and black combat jumpsuit with a pair of heavy boots to match, clad over top with his signature, heavily worn leather jacket, scarf, piecemeal shoulder pads, and aged leather holsters - empty, as a show of good faith. While at first this may seem like an insult, anyone who has studied the 'Reach' file would note that he likely considers this the most honourable thing he can do. Bemoaning titles and formality, to change his look would be a kind of lie - an obfuscation - not a good president for open and honest talks. On the contrary, to meet someone in one's usual attire is to greet them as an equal - unvarnished, authentic. He smiles warmly to his fellow delegates, and gives a respectful nod to Einer as he gets settles into his seat. "What, no Sil?"

"Lord Mazzio is handling a delicate matter within the polity and also thought the presence of a telepath as powerful as himself here would sow discord or distrust among the talks. We are coming to a better deal and stronger conclusion when there is trust on both sides of the table. Mr. Reach I understand you are a powerful telepath yourself. The room will be monitored, and we would like to formally ask you to refrain from using those abilities during our discussion to uphold this mutual trust in the negotiation process"

"Of course, truth be told I was partially chosen for this meeting so the ISF would likewise have such trust in diplomacy. Rest assured, there will be no tricks from me." There's a hint of both relief and disappointment in the confirmation of Silvano's absence, but seriousness quickly breaks into a smile once again as Venser gently drums his fingers on the table while they wait for the final pieces to be in place.

Simar stares at Venser, for a bit too long. "So, you are a Telepath then? Reading minds and all that. Did you ever consider doing a Mentalist show or something? Or to become a High Paying Therapist? I guess someone with your ability could do way more than just, you know, being a diplomat nobody fully trusts because you could make people think things they aren't actually thinking. And you would possibly even earn more money if you used your gift as a tool for a profession." (edited)

Venser looks back at Simar and laughs earnestly. "Ahaha! I appreciate the thought." He gives knowing eyebrows to the pun. "But in a post-scream world that might be a little... too soon... Psychics and their abilities haven't yet regained the kind of 'mass-appeal' they once hand, I often find myself playing it down at public events. But, because of that very fear, you know what does pay extremely well? Brainguarding! And as I was saying to Einer here, that is sort of the function I am playing here - making sure no one else gets inside your head!" He chuckles again. "In any case, I am not really your traditional 'diplomat', just like to do my part. I mostly earn my keep adventuring, plus a bit of statecraft here and there, something I think we're all very familiar with here, eh? Now that definitely puts my gifts to use..." He trails off. "The therapist-thing is intriguing though, do you find yourself in need of a session?

Simar smiles back. "No thank you. I am afraid you might would get lost and wouldn't find out of my twisted mind again. I am Simar Winterhauch by the way. Professional Witch, well and Diplomat now, I guess. Nice to meet you. I am just here to put potions into your drinks so you end up doing what I want you to." There is a wide grin followed by a short laugh. "I guess I am actually here because I am helping people on Yauvani, a place saved by polities working and fighting together. So if that world rubbed off some of it on me, I might be good at the working and talking together thing."

(Sorry for some reason didn’t see the channel till the ping.) The door opens and a young man in a CBSS military uniform walks in. No medals adorn it but the sharp red and grey uniform is sleek and well put together. Dimitri looks just as well put together with the cybernetics on him displaying extreme levels of technology. Bio-mechanical eyes and and some sort of grafting appear on the side of his head. His hands have a well hidden pattern to them that looks artificial, as well as some sort of inlaid metal within his fore arm. He gives a rehearsed smile and goes to sit down. He carries on him a mag pistol in a dress holster on his hip. His demeanor is kind but he watches the room with a trained instincts. “My apologies for running late. I’ve been quiet busy with everything the Chairman has going on and it seems may have misjudged the travel time. I am Dimitri Tucachavski, it is a pleasure to meet you all.”

"I believe we are all here now. Best to begin as soon as we are able. There is a lot to discuss" Einer says. "To give you an idea of the scope of our talks, Lord Mazzio has empowered me to speak with his voice and any deals sworn with me he will honor. I am his last surviving Triumver, and he is once again trusting me to keep his people safe while he handles matters we cannot. That said, we will not accept any compromise that involves Silvano being removed from his position, incarcerated, or otherwise held culpable for past events. The purpose of these talks is a peaceful path forward, not recriminations for the past"

Dimitri looks to Einer and nods as he finishes. Clearing his throat he speaks, a little slow at first being sure to pick the right words. “Forward, that is the path we all are working towards. We share a common enemy in the Assembly, and we all know they are a particularly strong threat. They ready capital ships, and test our borders. You have already engaged with them and we may be amicable to aid and fight with you. We want to make sure though that this is done in a way we find acceptable and not some kind of genocidal war.” He says this looking to the others to gauge their reaction.

Upon hearing Einer's words, Cicero prepares to speak, "Einer, I am in agreeance with you. I have lived under an oppressive rule, and those that would impose that kind of ultimatum on an entire species are not ones we should expect to cooperate diplomatically. This is why we must use our diplomacy amongst ourselves to ensure a successful operation. Now, I am not a diplomat by nature, but I am certain that there are many idealists here who can fill those gaps."

Simar's face darkens. "Well, well, so I thought the Ascendency wasn't our only topic here, but also how a future relationship between SCAF and the ISF could look. But we jumped past that directly to talk about a threat that has been there for a while, right in our face, but any talks in Galatea had always been about waiting and not acting on it, strange that the NMC, and CBSS changed their mind already. The CBSS delegate even brought a gun, to diplomatic talks. Maybe Galatea is a bad influence for your diplomats?" She leans back a bit and straightens her dress, to make it fit better. "You were talking about looking to the future and to discard the past. While some of my kind, the professional Witches, are usually charlatans, I am not. And the past is always there for me. The past of every thing, of every person. So I was somewhat surprised that we have a GSC 'Observer' here. Observer, strange name for the diplomat of a polity that decided they didn't want to be part of this group of nations. And even more so a strange move of the ISF to allow a GSC observer. Because, what is the use of this alliance, if you will still be taken to every meeting? But I get it, this is also about the Chimeran threat an a united response to this, a response that was pushed by Protectorate delegates, and talked down by the rest of the ISF before. But still. Inviting a non member with a really conflicting past, concerning our hosts here. Feels like a move that brings spice to a meeting that should have only cake." She shakes her head. "Anyway. To the topic of Chimeran aggression." She turns to Einer. "As Protectorate delegates in ISF meetings had said before, even if they were alone in this, we will fend of the Ascendancy. And I repeat that here again. I even make it a vow. Einer. The Protectorate will stand at the side of its neighbor, and defend their land, is if it was their own. If you let us."

"I dislike violence, and hate war. But if I could have saved those innocent people they burned on the stake, by killing their persecutors, I would have done so. There had been many such situations in the galactic past, were beings had been killed by stronger forces, just because they didn't fit into the galactic image these stronger powers had. If we just watch when the Ascendancy kills the innocent and weak, then we are their murderers as well. The Protectorate favors a quick and decisive strike to take out the Ascendancy so Noctua and Mosk can reclaim what belongs to them."

Dimitri looks to the woman, missing introductions and relying on dossiers given, he’s quickly realizing things weren’t as cut and dry as they might have been described. “Miss Winterhauch, unlike you and others, I’m no diplomat I’m a soldier. I fight for what I believe is right. Freedom for all, with no separation of classes. I carry a weapon at all times because people sometimes don’t appreciate that ideal. As for the ISF delegations, my opinions and ideas may differ from the official decisions of the ISF. I can only do what I’m allowed too and is within my purview. It does however seem rather childish to air grievances about internal policy at a meeting with an outside entity. If you have problems with myself or others here maybe we can talk afterwards and keep the meeting on topic.” He turns to Einer, steepling his hands. “I was not fighting during the war with the Shapers. But I’m fighting now, and I want to make sure it’s done right. We know little about the Ascendancy beyond what we’ve encountered and don’t have a complete grasp of their culture and their people. What we do know though is that unlike the shapers they are not a hive mind, there is a possibility that they can be beaten and then reasoned with. If they choose death before surrender then I’m willing to oblige but total destruction is not the goal of this campaign. The goal safety and freedom, for the mosk, the Noctua, SCAF, the ISF, and if need be the Chimerans from their leadership.” He takes a breath and thinks for a moment. “Fighting together in my opinion as someone who has spilled blood with others, is a forge that can build mutual respect. If we can wage war together successfully then maybe we can restore some kind of diplomacy between the ISF and SCAF.”

Simar just glances at Dimitri. "I am no Diplomat either, just a Witch. Not even a soldier. Yet that doesn't give us any leeway in any of this. I did partake in a quick online course at the Sakharov School of Diplomacy, like all EP delegates do. Calling me childish does not help your cause, neither does it add anything to this conversation. That you need a gun because people don't share your ideals, is, um, well, strange. And if I have problems with any of you, which I do not have, I can voice them whenever it is appropriate." She then turns her full attention to Einer again. "You are fighting the threat already. What intel are you allowed to share?"

"All of this clucking and posturing over events of the past... I was not sent here to take part in these discussions, maybe because I have no emotional ties to them and can look past them to what is truly salient during this meeting." He looks around the room calmly, "When the rest of the ISF delegates are ready to discuss conditions of cooperation, goals, and expectations in regards to the current threat of the Chimeran Ascendancy, I will be ready to begin."

Dimitri, sighs. The calm demeanor slips for a moment to a much more tired one. He ignores the others speaking with Einer. “I’m sorry for any insult, I’m not exactly an expert on every facet that has happened to every polity. To be plain, I have seen what can happen when people take security too far. With so little known about SCAF I just wanted to get my point across, which seems like it was preaching to the choir.” He pulls up a compad and taps on it a few times. “As for the our overall meeting I’m willing to continue if the others are. I was sent here with a mission, and I don’t like failure. As a show of good faith to possibly get things started; I have a list of ships and assets we have staged and will be staged shortly for the eventuality of conflict with the Chimeran Ascendancy. It’s been redacted for only CBSS assets at the moment but can include the rest of the ISF if they are willing.” He says looking to the others. His look is one of complete and utter exasperation.

Venser can't help but smile at the inter-federation arguments on display like a family quarrelling at a holiday dinner, paying particular attention to how, even now, it is still the EP delegate kicking things off. "We can have our differences and disagreements, on many levels - personal, faction, polity, bloc - but the truth remains that unless we want to start blowing each other out of the sky, we're in this together. To clarify, Greystar have sent a delegate because this involves and affects us all, we're not here to form some secret new relationship with the Sovereign Colonies. All the neutral-to-friendly powers in the local sectors have been invited to discuss how to deal with this threat and, beyond that, what the future of our little interstellar neighbourhood looks like. There is a lot of history here, I would honestly be uncomfortable if the GSC weren't involved and informed on the politics at play. It's easier to have an open and honest dialogue when we're all at the same table. "I second both Simar's reasons for fighting and Dimitri's comments about how it can form a stronger bond between all of us - SCAF has been largely isolationist since it's founder, it would be good to have a chance to fight together and this is a fight worth having. Quite right Einer, the Ascendancy's leadership has proven itself to be nothing short of cruel and tyrannical, and we've been glad to host any refugees that have managed to escape their clutches, but there's the rub. We have to be extremely careful, there are no doubt more innocents that cannot escape the fighting, we must not forget who the real enemy is, choosing our engagement carefully and focusing on removing the head of the snake above all else. By the UNW's own Bill of Sentient Rights, we will not - cannot, refuse the right to surrender at war. If you have any issues with that, please raise them now."

Jake stands to address the delegates, nodding respectfully to Venser “First, thank you to the ISF for the invitation to observe here and to SCAF for agreeing to it. We interpreted it as a courtesy extended to a friend, and it's truly appreciated.  I offer some clarification for the record.  Greystar chose not to participate as a member in the Iron Stars Federation political structure, not out of resentment nor to abandon our neighbors, but to exercise our independence and freedom of choice.  There are enough threats appearing in our collective space that fighting amongst like minded neighbors isn't on our to do list.  If my presence becomes an obstacle to the successful completion of an agreement here, I will take my leave at your request."  "The Ascendancy threat is a common point to build, at minimum, a working relationship.  To start cooperating toward the end of CA's tyranny.  Nodding toward Simar  I concede your point of Greystar's contentious past regarding SCAF.  However, the old adage, 'The enemy of my enemy is my friend,' could apply here, time will tell.  I am hopeful." He pauses, taking a sip of his coffee as he considers his next statement "I will advise those present that Greystar has taken action against the CA. Not because they're a direct threat to Greystar space at present, but that they are a threat to the Iron Stars. The CA is antithetic to the way of life those gathered here embrace.  Freedom of choice, respect of life and empowering the people under our care to prosper.  We will continue actions against the CA until we see that threat to freedom and prosperity is contained or eliminated as circumstance dictates." "Coordinating or adjusting our efforts taking into account what you decide here, can only be beneficial towards that goal." Jake sits quietly back in his chair

Simar, after unleashing some spice, leans back. She is not taken aback by the expected headwind, in fact, this all was the tailwind she needed. Like she was told in Proper Diplomacy 101 during the Sakharov Institute of Diplomacy online course. "See, getting a standpoint out, and bringing out where all of us stood prior to this meeting, is no ISF quarrel, oe whatever you want to make out of it. It is just testing waters and seeing where we really stand. The time of meaningless talking and walking in circles has to end, the situation is just too dire. And as a reaction, CBSS and UNW have shown that they are finally ready to do what is right. I am thankful for that." She then turns specifically to Jake. "There are no enemies here, Mr. Carson. No matter what quarrel there was, or is, I wouldn't call the GSC the enemy of anyone who sits at this table. The Agency has chosen a path that might be selfish, or wise, only time will tell, but at no point it made you an enemy. You just moved from close relative, to distant relative. Concerning this threat you acted quickly and did what your people do, thank you for that, and I hope you are willing to share more with us than just vague words. Which, translated to your request means that coordination would probably yield the most success." She finally turns to Einer again, with a smile. Her Earrings seem to glow more than before. "And to you Einer, not offering information because we might had some discussion internally as the ISF is not as inviting as I would have hoped. We did come here, willing to put every information on the table, and I think the rest of the ISF agrees that we share our intel. And like the UNW and CBSS, we are ready to bring our Fleet to a voyage point, so we, together, as a Bond of Liberators, can end this threat before it gets out of our control." (edited)

"Showing up has my appreciation, but it does not obligate me to give you something for nothing in return. I will not divulge the location and composition of the SCAF fleet without the ISF, and Greystar providing clear indication of what is being sent. We'll gladly coordinate war plans with you, so long as those plans actually come to pass. You ISF members have a treaty among one another to share this information. We are not bound by it and if Mazzio was here himself he would laugh at the idea of signing it. What I've seen on display so far has only confirmed to me that he might be right after all. We can cooperate against the Ascendency, we should cooperate against the Ascendency, but that doesn't obligate us to any further levels of diplomatic commitment with nothing else on the table to entice us"

Cicero waits for a few moments before standing slowly and speaking. "I will assume we are ready to begin discussing real logistics and make my offer to the group for consideration. I am here to represent the NMC as a member of the ISF. I hope we can all agree on the initial premise that action of some kind must be taken, sooner rather than later, to deal with the CA. Here is what the Cooperative is bringing to the table. We have need of defensive support on our south-western border, I have personally witnessed Chimeran activity and obtained first hand knowledge of their fleet being assembled. If they are allowed to continue amassing ships, they will have a better chance at dictating the course and pace of the coming conflict. Our 'want' is a Chimeran government that is friendly to the ISF when all is said and done, but I personally do not see this as a realistic option. We can offer support to further the communal good in the following ways. Currently at our disposal are a number of assets that can be allocated towards different goals. Equipment and personnel transport, pretech logistics, covert operations in CA space, and a very special research opportunity will be made available to all those who are a part of the Chimeran Accords, which I am offering as the title of the set of guidelines that are solidified here today. This research could have a huge effect on the strategies we employ and how we interact with the CA in the future. However I will not divulge the full nature of this research until we at least have a preliminary cooperative agreement in place between the parties here today. We are willing to enter border agreements, pretech logistical operations, and complex missions involving high level targets to support these ends." Cicero calmly sits back down and takes a sip of water.

Dimitri takes the data pad he had shown and puts it under his hands. He, taps on it thinking for a moment before drawing his finger across several lines of code. He clears his throat and speaks in a dry tone. “This file here is everything we have staged in a moderately close system, the name of which is in the file. near the NMC. Plain and simple talk, we are going to war, we would like to work with SCAF to ensure this threat is dealt with. You give what capabilities you are dedicating to the fight and we share this and the location. Then we go to work constructing some kind of plan with getting everything else sorted out.” He pulls a small card from the comm pad and slides it partway towards Einer. “Let’s start small, work towards something greater shall we?”

The Protectorate truly wants our relationship to become better and closer again, but the long silence shows that this is not a widespread wish among the members of the ISF and Greystar. United by a common cause, a war against the Ascendency, that is a reason for all present to cooperate with the Colonies, and your leader Mazzio. Outside of it, there seems to be not much of an intent to get SCAF closer to the ISF than some observatory position during meetings, something alike the connection that the ISF and Greystar have now. I am deeply sorry for that, but I fear that if no other nation speaks up and completly changed its mind, that there is nothing more we, as part of the ISF, can offer you. I am sorry."

Jake quietly stands without asking, deciding to play along, as Greystar again is a target for Simar’s machinations. Also thinking that Simar makes a good ‘bad cop’ “The forces the ISF, SCAF and Greystar bring to bear against the CA are formidable. With the three of us working together, the CA will be more likely to be contained at least, thwarted at best. If that is the only result of this meeting, then I’d call it a resounding success. SCAF and Greystar have taken the only offensive operations to the CA. An advantage of the independent nature of our polities is the ability to act swiftly without diplomatic drag that Simar is ostensibly pushing against. The ISF’s advantage is bringing the full weight of multiple polities to the field in cooperation once a direction is decided upon. We compliment each other’s efforts toward our common goal, let’s keep that in our sights. Two points, one already stated and the other making sure SCAF doesn’t misunderstand our relationship with the ISF. Greystar does not observe any ISF meeting, except by invitation. Our Council and the Federation have close, friendly ties, but that does not extend to being privy to sharing internal discussions. Greystar was not invited by the ISF to this table to participate in or discuss any agreement. Simar continues to conveniently forget the capacity in which we’re here.”

We’ll do this regardless of the presence or absence of an any agreements beyond that between the ISF and SCAF.” He looks toward Einer “Perhaps this meeting has also opened the door between us long thought locked.”

Simar stares at Jake and can't hide a small grin, right now she isn't the diplomat that she might, could be some day. So a grin here and there when her plans seem to work out, are present. "So you admire my way of discussing things? Interesting. I wasn't expecting such a comment, be it honest or sarcastic. But I should have brought some Love Potion and put it into your drink. Not because it works and we would be in love afterwards, but because a common side effect is exhaustion, as you seem to be the only other one with the steam to stay in this conversation. But anyway, we can continue this somewhere more private at another time, if you will." She then turns to Einer. "I can repeat, as the GSC diplomat who has repeated a statement of mine before. No matter what other treaties we might develop, and no matter what certain polities might think about you, and your leader. Confronted by a threat like the CA, the ISF and we as your neighbor, can only do one thing, which is forming an alliance in this possible war, and standing and fighting side by side to protect what is dear to us." "As for anything outside of this, I don't think that the ISF has made any progress in coming to possible terms for a future collaboration in any form. If I have missed anything, I would be pleased to be corrected by my fellow ISF diplomats, but I doubt that I missed something. And maybe there are still bad feelings towards your Leader stemming from some things that happened in the past. Not from my side or the Protectorate leadership, but we are just one nation among many. If any of the other ISF diplomats has something to add, step up and go ahead. If not. "As for the worlds that are currently occupied by CA forces. Well. They once belonged to someone, and these someone should be brought back to power again. Their worlds are not for us to be shared and seperated. We help them end a threat, but there should still be enough of the original owners left on these planets that they can regain and hold control. They owe us nothing for our potential losses, because if we don't come to their aid, it will be our worlds that end up CA targets, and the longer we wait, the larger they get, the more power they have the more losses we will get. Anything beyond that, does not need to be discussed yet."

(Sorry was away for drill) Dimitri watches the diplomatic jabs back and forth like a member at a boxing match interested but here for the sport that’s it. He does speak up though at the mention of stability operations however. “Well it’s all good and friendly to do won’t he fight and leave the aftermath of a fight is just as important. I think planning that is just as much a priority as planning an attack. If you don’t know how to win the peace then you won’t win the next war. Captured planets should go to a joint commission that will govern planets until they can be administrated by their original owners. That way we have a blanket approach that doesn’t favor anyone or give anyone to much work for them to run so many systems.” He looks absolutely the room for a moment, before settling on the commpad he has. “As for post a war Chimeran government, I know it is my responsibility as a representative of the worker’s polity to mention that any government afterworlds must be one that allows their workers a say. Right now the ascendancy is run by a the great house that has started this war. Deposing them is a start and using some kind of democracy to allow the more people a say is a must so workers can speak freely. Besides if we simply go and defeat them they’ll remember this for much longer than all of us will be alive. And they can simply come back for vengeance when we are not prepared or ready.”

"Um, just to clarify, many of the worlds that are currently under CA control, are not actually their worlds, but, well, conquered ones. And the way it sounded, they don't actually bomb those worlds to pieces, they rather hand out ultimatums, and so far the result was a large wave of refugees with many many inhabitants staying, and living under their new rulers. So if we were to defeat the CA and drive them away, those worlds aren't empty hellholes that need to be rebuild. If the CA leadership is out of the picture, those who actually lived there can regain control. There is no need for us to say how they have to do that. We can offer protection or what not, but it is their home, they say how they want to handle that." "As for worlds that are only inhabitated by Chimerans, yes, we would need to find a way to transistion them to a new form of society, but I don't know if that is possible, given their special physiology." "And as for your workers right stuff. Yeah, all good and noble. But. Back to those worlds that belong to the Noctua, Mosk, and others. Did anyone of them ask you if they want a change in their culture and society just because you bring the weapons? We have no say in their governmental rulings and in how their society works. The Chimerans might also just wanted to use their planets the right way. We won't force anything onto them, if we would, we wouldn't be better than the threat we are willing to fight."

But if the Chimerans are driven out and the planet has no legal government for a few months do we just shrug and say “Mission accomplished” as people are left to fend for themselves. We are liberators, we have a right to make sure those we liberate aren’t worse off than when we left. That means making sure the transition of power isn’t some anarchy as several million people sprint home to try to find their homes. Which hopefully are still standing and nobody has moved in.” “Well from what I’ve read they seem to be a clan system with a meritocracy running things within that. I’m not sure if everyone belongs to a house or if you have to be of a great house to control power or whatnot takes to be a great house. But the idea of choosing individuals best suited for a task sounds similar to what they are now just more spread out power.” “I never stated anything about forcing change on the Mosk or Noctua people or their culture or government. If it’s anarchy and we can help maintain order while the rightful govement reasserts itself don’t we have the right to help them? Otherwise it’s needless chaos, damage and death that could be prevented. Once the government is set up however they wish to be we can speak with them and leave but otherwise we are simply causing chaos because we ourselves are scared somebody else is bigger than us.”

I caught up on the meeting transcript while I was in the waiting room, so I reckon we can just get to it. As for the Chimeran worlds. This'll be the fourth war of liberation I've done taken part in, and as far as I reckon, the ISF will conduct itself as the Galatean Council before it did. After we get all done with the Ascendancy, we'll help the worlds they ruled exactly as much as them worlds want, in accordance with our Bill of Sentient Rights. If that means them joining the ISF, they're welcome to petition the Federation same as everyone else and I personally'll support their admission on the floor. If they're wanting long-term financial and administrative support, we're in a position to give that too. If they want us to pack our bags and head on home, well, that there's their decision."

But like I was telling Miss Winterhauch, what if they have no governing body? Do we simply survey the surrounding people and take a consensus for help? Do we look to the first group that helps organize and get their opinion? Like us they probably have minority factions, we may not got the answer that represents their opinion. We absolutely must respect their right to ask for help, but we have to understand. If they still picking themselves up they might not be able to actually govern or provide for themselves. I’m not saying we impose ISF rule on them but we help find or if it’s no longer existing a help create a government they want so we can seek direction. I’m sure you understand Dr. that war causes all sorts of chaos and afterwards it is a mess. If the Chimerans choose to simply leave then it could be seemless and everything I’m referring is simply a one day thing where a returning body of government is set up and we have our answer.” “But what if there isn’t? What if we have to dig the Chimerans out because they are unwilling to leave? That will be bloody destructive and cause an extreme amount of damage to structures, infrastructure, and amenities. Are you willing to let millions of people fend for themselves while they try to pick up the pieces simply because we might upset a couple who don’t want us there? Or would you rather we devote some of our resources to quickly restore these systems so that they can survive. Dimitri nods, finally feeling like his point was reached. “Exactly, yes this is my concern. I agree Einer I think that could also help make things easier for those that are affected by this war. Combined I think we have can have our best chance of administrating this recovery effort. It will however most likely be quite taxing on resources and manpower if things get destructive. Some kind of agreement I think is needed to show who will provide support so we can start having the right people begin planning with resources.” With a flick on the compad a message pops up on everyone units. “Everyone may opt in to provide support, though obviously nobody is required. We can then determine later once we know who is willing to help and what resources we have available how best to go about the recovery efforts.”

“Maybe instead of a base we keep a small fleet contingent above to provide aid. It would make dispersing aid across a planet much easier than ground based logistics. It would make the fight harder later on but if we manage to destroy portions of their fleet before they can retreat to reconsolidate then a large fleet may not be needed.”

(Would this be covered in the special rules you're going to come up with? My insistence is mostly OOC, to my understanding, credits have limited effects, it's player action and faction actions that produce meaningful planetary improvements.)

(Yes, more or less I noticed people have A TON of social support holdings saved up, and planets dont ever really need more than 1 at a time. There is no rule saying you can't have more but since they're 0 points people are stocking up on them. Was thinking of just saying that is aid supplies and spending some of those holdings via faction actions or missions, ect can handle issues on conquered worlds

Simar finally chips into the discussion again. "Well that sounds promising, and along the lines of what I have already talked about in the beginning. Good that you all start to agree now. We also don't need a list as to who wants to do how much. This is a humanitarian crisis. We are willing to go there and fight. Not giving them all we can share after the war is done, would be a large disapointment. Anything that goes beyond that basic plan, is overthinking the situation and we should refrain from that. Making more rules now, or discussing every possible detail, prevents us from having the flexibility to decide what we do based on the situation that we find there. We can't know how we need to act until we are there and can cater to the needs of the actual population, thinking we know that already is a hubris. We also don't need a fleet there if they don't like that. A port with a few administrators, either our own, or locals, who communicate their needs, is all that is needed to get things going."

(I think if we're not planning on any deeper change in ISF/SCAF relations, we've said about all that can be said here, aside from starting a Year/Month to begin operations. I think the soonest we could do it would be M11 (

He turns and looks directly at Einer "Einer. I didn’t know exactly what to expect from SCAF. I’m pleasantly surprised and happy to be enlightened by your cordial hospitality. I invite you, or a designated representative of your choice, to return with me to Greystar space for a visit. A mending of relations has begun here. I would see it continue if you’re willing. If that’s not easy to accommodate with the CA threat looming, then a meeting between you and one of my superiors at a time and place of your choosing. It doesn’t matter which, as long as our people continue communicating."

We wanted to deliver this to you face to face knowing these talks were about to take place. Let’s hope the Ascendancy threat is neutralized before anything comes of this. But now we all have a heads up.”

"Thank you for this information. Two of our own operatives recovered something of doubtful evidence of Draco's return, and were killed in deployments shortly after their initial reports. We had thought perhaps this was an old site we had stumbled upon given the age of the inactive bots there, and some of the other disrepairs across the site. Apparently this was not the case"

(Bleu and Jarl both found an old embassy where Black Sun and Tenebrian Empire were trying to negotiate with Draco and basically it was an ambush to kill high ranked state officials on both sides. Bleu and Jarl were later killed when trying to hijack the polity cruiser for their own use)
